EU/EEA citizens are entitled to get necessary health care in the public system of any EU / EEA country or Switzerland, if they become ill or injured while on a temporary stay in that country. Therefore, students from these countries need to get the European Health Insurance Card (or the E128 or E111 form) from their local social security office before setting off to Finland. Degree students need the form E106. The European Health Insurance Card will gradually replace all these forms - students should contact their social security office for details. If you do not have the card or the form, you will have to pay for the actual expenses as if you were not an EU/ EEA citizen.

In addition, Finland has a health care agreement with Quebec, Canada. Students from the UK and Nordic Countries may use their home country’s Social Security Card.

For more information, please visit:
The Social Insurance Institution of Finland (KELA) (www.kela.fi > English)

Students coming from outside EU/EEA countries are required to get proper medical insurance from a reliable company with a good financial standing to cover the possible health care expenses e.g. all kind of treatment in hospitals and special transportation in serious accidents. Note that without an adequate insurance, health care expenses can rise up to thousands of euros. You are required to present a copy of your health insurance policy certificate (in English) upon arrival.

All exchange and visiting students should have medical insurance. Finnish national medical insurance does not cover the costs of repatriation for example. The institutions are not responsible for any medical charges incurred by their students.

Student Health Care

Student health services should be every student's primary source of health care services. All polytechnic/university students are provided with student health services. Student health services include health care, medical treatment, dental care and supervision of the institution's state of health in emergency cases.

The location of the student health services depends on which location student studies in: the health centres of the city/town are responsible for taking care of the student health services of the schools in their areas.

Please note that the student health services are available only during opening hours and their services are limited. For example, in case of an emergency you will need to use other health care services.

Public and Private Health Care

There are public health centres and hospitals throughout the country. An appointment to a health centre doctor costs about 15 EUR/appointment. Emergency duty visits to health centres cost at the most 15 EUR/visit and it is collected in the night-time duty between 20 and 8 Finnish time, on weekends and on holidays. Dental care in public health centres has its own fees. Hospitals collect also daily fees and other payments depending on the treatment. (This information on the health service fees is based on the year 2005 records.)

Also private health centres can be found almost in every bigger city or town. Finland has just a few private hospitals. Private health care complements public services and it specially offers doctor and dentist services, physiotherapy and occupational health care.

Private services are more expensive, but it is sometimes easier to get an appointment there. The contact numbers of the private health clinics are available in the internet and on the yellow pages of telephone directories.
